Walkthrough
Head to Victory Road!
- You need Surf to cross the ocean. Head north while battling with swimmers until you reach a big waterfall.
- Use HM07 Waterfall to climb up the waterfall. Heal your Pokemon at the Pokemon Center nearby, then enter the cave to appear in Victory Road.
